Contractor Procurement - City of Seattle Fire Department

Seattle Fire DepartmentIPS (under the name 'HealthAnalytics') completed a project with the City of Seattle Fire Department to assist in the their procurement of an emergency and non-emergency basic life support (BLS) ambulance service contractor. IPS wrote the City’s RFP and helped the City develop and administer the RFP process. IPS then marketed the RFP to major ambulance service providers across the United States. IPS then assisted the City in review of proposals and negotiation of the contract with the selected bidder. IPS developed criteria for evaluation of proposals, developing the clinical, medical direction, education, and quality/performance management sections of the RFP and distilled the results of the analyses into operational recommendations.

IPS also worked with Seattle FD in development of their long-term strategic plan, with a focus on the medical aspects of their plan, including a very detailed analysis of their dispatch and medical incident data to evaluate historical performance and patterns of demand. These analyses were used to make financial and operational projections for how service demands could be met from a wide range of options.
